The "ant tribe" living in small houses in the city has not yet faded from the public's sight, and the "delayed marriage tribe" has come again. According to Guangzhou Daily, since they must move out of the collective household registration of the talent market after marriage, tens of thousands of couples in Guangzhou have gradually become potential "delayed marriage tribes". On the road to the palace of marriage, the "delayed marriage tribes" feel bitter and helpless.
The state has not issued a clause that "marriage is not allowed for collective household registration", so why does Guangzhou have such a requirement? The reason is simple. Household registration management is tied together with family planning management. Once hundreds of thousands of people registered in the talent market get married and become collective households, the talent market, as a "super patriarch", is really powerless to supervise them. In the event of excessive births, the talent market cannot be held responsible.
How can we transfer out of the household registration? The simplest way is to open an independent household registration after marriage. However, facing the current high housing prices, how easy is it to buy a house? Without a house, there is no independent household registration. Without an independent household registration, couples of marriageable age can only become "delayed marriage".
Marriage is an inalienable right, and individuals are not wrong; the talent market is under the sword of the family planning policy, and they seem to be right; the household registration department and the civil affairs department have not stipulated that collective household registration cannot be married, and they are not wrong either. Everyone is right, so why is the road to a happy marriage so tortuous? Many people attribute this to the excessive benefits attached to the household registration, which affects the protection of citizens' personal rights. This makes sense, and the household registration does carry a variety of interests such as education, social insurance, and minimum living security.
However, is the problem of "marriage delay" just a household registration management problem? Since the ID card was issued in 1985, the State Council, the Ministry of Justice, the Ministry of Civil Affairs, the Ministry of Public Security and other four departments have jointly issued a document that allows marriage and divorce with the ID card. Moreover, the national marriage and family planning information system has long been connected to the Internet, and the Ministry of Civil Affairs and the family planning management department have the means to find out the marriage and fertility status of this person. It can be seen from this that when the household registration system cannot be completely relaxed for the time being, as long as all departments work together, the collective household registration problem in the talent market should not become a hindrance for young people to get married.
In addition to Guangzhou, talent markets in Suzhou, Shenyang and other places also have regulations that "collective household registration must be moved after marriage", while multiple talent markets in cities such as Fuzhou, Chongqing, Xi'an, Lanzhou, and Harbin stipulate that children with collective household registration who do not own a house cannot be settled. Such regulations often make young people who flock to the city to pursue their dreams feel cold. On the one hand, the country encourages the flow of talents, but on the other hand, various restrictions make it difficult for young people to guarantee even the most basic "right to marry". Where does the sense of belonging come from? Although Guangzhou City has begun to plan to "allow people with collective household registration to settle down by relying on relatives and friends" in response to the difficulty of getting married for tens of thousands of "marriage delays", not every young person who is lucky enough to squeeze into the city has relatives and friends who can conveniently let him register his household registration. This relief measure cannot solve the problems of all "marriage delays".
Cities are the crystallization of human civilization. The Istanbul Declaration issued by the United Nations Human Settlements Organization in 1996 emphasized that "our cities must be places where people can live a dignified, healthy, safe, happy and hopeful life"; the convening of the Shanghai World Expo has also made the slogan "Better City, Better Life" deeply rooted in the hearts of the people. Unfortunately, the "marriage delayers" who are being paid attention to by the public have not yet experienced the warmth of the city. How to let the "marriage delayers" regain their due dignity and rights is a test of the wisdom and feelings of city managers.
