Waste Heat Recovery Across China Process Industries

China generates the largest industrial waste-heat resource on the planet - equivalent to more than 1 billion tonnes of standard coal per year, of which over 300 million tonnes are economically recoverable. Yet comprehensive utilisation runs at only about 32%, against roughly 56% in the EU, signalling a large efficiency gap.

The steel sector alone holds about 350 million tonnes of standard-coal equivalent in waste heat, but utilisation is below 35%, and for low-to-mid-temperature streams below 300C it is under 5%. Steel accounts for around 16% of national energy use, so recovery is a national priority: the 2024 steel action plan targets raising self-generated power from waste energy by more than 3 percentage points.

  • Cement - waste-heat power generation (WHG) penetration exceeds 90%, making it the most matured recovery application in China.
  • Chemical and petrochemical - high-pressure steam, purge gas and waste-heat/pressure recovery are widely applied; the sector contributes about 19% of national WHG capacity.
  • Glass and non-ferrous metals - kiln and smelting off-gas recovery is expanding, though coverage remains lower than cement.

China's waste-heat power capacity surpassed 45 GW in 2025, with steel (~38%), cement (~27%) and chemical (~19%) dominating. Leading Chinese engineering firms supply WHG systems and heat-recovery equipment. Air-to-air plate exchangers and heat pipes play a growing role in capturing low-temperature streams (30-120C) that were previously vented, often feeding the same recovery loops described in this Encyclopedia.

Most untapped potential sits in low-temperature waste heat - exactly the band where compact air-to-air and heat-pipe exchangers are most cost-effective. As policy tightens, demand for these units across steel, cement, chemical and park-level heating networks is set to rise.
