EU EPBD and Zero-Emission Buildings

The revised Energy Performance of Buildings Directive (EU) 2024/1275 — the EPBD — entered into force on 28 May 2024, with Member States required to transpose it into national law by 29 May 2026. It raises the bar from nearly-zero-energy to zero-emission buildings and makes heat recovery central to compliance.

A ZEB has very high energy performance and no on-site fossil-fuel carbon emissions, with the small remaining energy covered by on-site or nearby renewables. New buildings must also be “solar-ready.” The earlier nZEB definition (in force since 2020) is replaced for new construction by this stricter ZEB standard.

  • Ventilation is one of the largest loads in an efficient envelope, so recovering exhaust energy is the fastest way to cut heating and cooling demand toward ZEB.
  • Non-residential ZEBs must monitor and regulate indoor air quality, which sustains the high outdoor-air rates that make recovery worthwhile.
  • Building automation and control systems (BACS) are mandated for HVAC systems above 290 kW from 2024 and above 70 kW from 2029 — ideal for sequencing recovery with economizers.

ZEB envelopes shrink demand, but the remaining heating and hot-water load is best met electrically.
