EU EPBD and Zero-Emission Buildings

The revised Energy Performance of Buildings Directive (EU) 2024/1275 — the EPBD — entered into force on 28 May 2024, with Member States required to transpose it into national law by 29 May 2026. It raises the bar from nearly-zero-energy to zero-emission buildings and makes heat recovery central to compliance.

Key Dates

Milestone Date
Directive in force 28 May 2024
National transposition deadline 29 May 2026
New public buildings zero-emission 1 January 2028
All new buildings zero-emission 1 January 2030

What “Zero-Emission Building” Means

A ZEB has very high energy performance and no on-site fossil-fuel carbon emissions, with the small remaining energy covered by on-site or nearby renewables. New buildings must also be “solar-ready.” The earlier nZEB definition (in force since 2020) is replaced for new construction by this stricter ZEB standard.

Where Heat Recovery Fits

  • Ventilation is one of the largest loads in an efficient envelope, so recovering exhaust energy is the fastest way to cut heating and cooling demand toward ZEB.
  • Non-residential ZEBs must monitor and regulate indoor air quality, which sustains the high outdoor-air rates that make recovery worthwhile.
  • Building automation and control systems (BACS) are mandated for HVAC systems above 290 kW from 2024 and above 70 kW from 2029 — ideal for sequencing recovery with economizers.

Link to Supply-Side Recovery

ZEB envelopes shrink demand, but the remaining heating and hot-water load is best met electrically. Pair ventilation recovery with a district energy station or CHP case study to keep the building fossil-free. For a cross-jurisdiction view of recovery mandates, see the building code heat recovery mandate overview.

Implications for Designers

For specifiers, the EPBD shifts recovery from an optional efficiency measure to part of the default pathway to compliance. As envelopes tighten toward zero-emission performance, ventilation becomes a larger share of the remaining load, so recovering exhaust energy is the most direct way to keep heating and cooling demand down. The directive’s building-automation requirement, BACS above 290 kW from 2024 and above 70 kW from 2029, means recovery should be sequenced with economizers and demand-control ventilation under one controller rather than as a standalone add-on. Member States transpose the directive into national law by May 2026, after which local codes will reference ZEB outcomes, so designing to the stricter ZEB intent now avoids rework. Pairing ventilation recovery with electric heat pumps or a district thermal network keeps the building fossil-free and aligns with the solar-ready and renewable-covering provisions of the standard.

Preguntas frecuentes

What is a Zero-Emission Building under EPBD 2024/1275?
A building with very high energy performance and no on-site fossil-fuel carbon emissions, with the remaining energy covered by renewables.

When must Member States transpose the EPBD?
By 29 May 2026, with new public buildings at zero emission from 2028 and all new buildings from 2030.

Where does heat recovery fit in ZEB compliance?
Ventilation is a major load in a tight envelope, so exhaust recovery is the fastest route to cutting heating and cooling demand.

How does EPBD relate to Ecodesign?
Ecodesign sets equipment efficiency floors that support the EPBD's building-level zero-emission intent.
