Which Climate Zone Mandates Heat Recovery? ASHRAE 90.1 6.5.6.1 Explained

Which Climate Zone Mandates Heat Recovery? ASHRAE 90.1 §6.5.6.1 Explained

If you spec HVAC in the U.S., you have almost certainly been asked: “In which climate zones is energy recovery (heat recovery) required by code?” The short answer is that ASHRAE 90.1 does not mandate recovery in every zone — it triggers it above airflow and outdoor-air thresholds that vary sharply by climate zone and by how much outdoor air the system moves. This article gives engineers a practical lookup.

All thresholds below come from ASHRAE 90.1 §6.5.6.1 与 Table 6.5.6.1-1 (systems operating less than 8,000 hours/year) and Table 6.5.6.1-2 (systems operating 8,000+ hours/year, continuous). Verify the exact edition your jurisdiction adopted — the 2016, 2019 and 2022 tables differ in detail.

The three variables that decide it

Recovery is required when all three are crossed:

  1. Climate zone (per the ASHRAE 90.1 U.S. map: 0A–8).
  2. Outdoor-air fraction at full design airflow (the %OA column).
  3. Design supply fan airflow (cfm) — the bigger the system and the more outdoor air, the lower the threshold.

Rule of thumb engineers actually use

  • Hot/dry and marine zones (3B, 3C, 4B, 4C, 5B): energy recovery is not required at any outdoor-air percentage. These are economizer-dominant climates where cooling-side recovery pays little.
  • Mixed/humid zones (1A, 2A, 3A, 4A, 5A, 6A): recovery is required once %OA and cfm cross the table. Critically, at ≥80% outdoor air the requirement drops to 0 cfm — meaning every 100% outdoor-air unit in these zones needs recovery, regardless of size.
  • Hot-humid fringe (1B, 2B, 5C): only triggered at very high OA% (≥70%) and large airflow — e.g. ≥26,000 cfm at 70–80% OA, scaling down as OA% rises.
  • Cold zones (6B, 7, 8): recovery generally not required for the heating side (already cold), but cooling-side duties apply where the table lists them.

Worked example

A 100% outdoor-air unit in Chicago (Zone 5A): follow the 5A row to the ≥80% OA column and recovery is required at ≥0 cfm — i.e., all such units need it wherever 90.1-2010/2012 IECC is enforced. The same unit at only 30% OA in 5A isn’t triggered until ≥5,500 cfm. That ~5,500 cfm step is the single most useful number to memorize for mixed-humid commercial work.

Minimum recovery effectiveness

Where recovery is required, 90.1 also sets a minimum enthalpy recovery ratio of 50% (heating-side 60% in later editions). Sensible-only (HRV-type plate/wheel) versus total-energy (ERV-type enthalpy wheel) selection should then be checked against both the recovery requirement and the moisture-control need from ASHRAE 62.1 / 62.2 ventilation rates — because the ventilation rate you calculate is exactly what sets the %OA that triggers the recovery rule in the first place.

Eight exceptions to know

The requirement is not absolute. Key exceptions include: laboratory systems under a separate section; spaces heated below 60°F; systems where >60% of OA heating energy already comes from site-recovered or site-solar energy; heating recovery in zones 0–2; cooling recovery in zones 3C/4C/5B/5C/6B/7/8; systems with insufficient nearby exhaust; dehumidification series-ERV systems meeting a minimum SERR; and systems expected to run <20 hoursweek at the covered oa%. Being exempt on paper is not a reason to skip recovery — code minimums are a floor, not a design target.

Beyond 90.1

Practical takeaway

For bid-day certainty, read the table as: hot/dry/marine = rarely required; mixed-humid 100% OA = always required; everything else = check the cfm row for your OA%. And because ventilation rates drive the OA% that triggers the rule, coordinate the 62.1/62.2 calculation and the 90.1 recovery check in the same pass.
